Live Free or Die. New Hampshire's state motto has struck a cord with advocates of a national movement to revolutionize government.
The Free state Project Wednesday chose New Hampshire to begin that revolution.
The goal of the project is to move twenty thousand people to the state in the next two years.
Some members of the project hope to cut the size of state government by about two-thirds, eliminate public schools, repeal most gun control laws, legalize medicinal marijuana and prostitution.
But just like any voters, they'll have to get involved in politics first.
And 5,000 free staters are already planning to make the move.

Joining us now to talk - Andy Smith the director of the UNH Survey Center and Dante Scala of the New Hampshire Institute of Politics at St. Anselm College.

Track: General Wesley Clark hit the ground running in New Hampshire. And though the first encounter was in a Manchester restaurant, it signaled a campaign as intense as any of his military engagements.

Track: In the past, Clark has engaged in high stakes confrontations. As NATO Supreme Commander, he helped stop genocide in the Balkans. Now, he is pursuing the most powerful job in the world, one vote at a time.

"No, but it's a scary thing." "It is a scary thing." "and all we can do is fight it the best way that we can." "Exactly, we have to protect our freedoms and our rights in this country, and that's one of the most important gifts we can give to our children, and our grandchildren. And we've got to understand that that's not unpatriotic, that's the highest form of patriotism - to stand up and be counted at a time of crisis in this country." Bite: CNN tape 15;44:34 For my family and me, it's been a long journey from Little Rock. From West Point to Vietnam, 34 years in the United States army.
Track: Perhaps fittingly, Wesley Clark joined the race in true military fashion - he was drafted. Susan Putney, who opened a draft office in Dover, was one of his principal recruiters.
Bite: Clark campaigns tape 3 12;08;48 At Draft Clark 2004, we decided to run a campaign without a candidate. In those early days, many experienced politicians slammed the door in our faces and told us we were crazy to support a man who was not a candidate. But we persevered. One of the draft founders summed up our feelings when he said 'this man is the kind of president we were promised as a kid.'
Bite: Clark campaigns tape 3 12:12:32 * Okay, - you said you wanted me. Well you got me. My name's Wes Clark, I'm running to be the next President of the United States, I'm running as a Democrat. And people are asking what my Democrat credentials are. You are my Democratic credentials - the people of this country.
Track: The question of credentials has been an early focus of inquiry for a good reason.
Bite: Clark campaigns tape 2 09:41:20 ** I've been a Democrat now for two and a half weeks, and I've been a candidate for one and a half weeks. Well, that's what happened to me, because when you're in the military, basically you vote but you don't really understand partisan politics. You're not in a community. You can't get engaged on the issues - you can't see them. So when you get out, you have to look around your country and make your choices.
Track: Wesley Clark retired from the military in 2000 and established a consulting firm. He expressed this support of President Bush in the spring of 2001.

Track: Following 9/11, Clark spoke out at venues like this citizen's summit in Manchester about how to win international support to fight terrorism.
Bite: OL 44 00:01:37 We have to be citizens and participants and members of a global community. That means we have to live up to the standards we expect of others. We have to be good citizens. We have to help build a global safety net. And we have to reach out to these other societies.
Track: Clark worked as a commentator for CNN during the war in Afghanistan. As war in Iraq approached, he spoke to NH Outlook on the need for the U.S. to gather allies.
Bite: OL 628 30:08 It will be very important, because when you engage in war it is not just about the bombs you drop it is about the overall effect in the region, it is about the impact on the Arab mentality and about how you put Iraq back together again with a new government and a new economy and a new orientation. After the war, you can't do all that by yourself. In fact, it is critically important that we have Arab regimes who speak out and justify to their populations our actions. If they don't, we are going to end up super charging the Al Quieda recruiting machine.
Bite: NE College tape 1 08;10 I said at the time there was no imminent threat. I said there were other ways to handle the problem. I warned that there weren't enough ground troops and I suspected there wasn't a good plan for what happened afterwards. Tragically it's all true.
Bite: Clark campaigns tape 2 09:26:45 We're going to end up spending $150-200 billion and there's no telling what we've accomplished. It's clear there was no imminent threat, there was no reason to do it.
Track: The day after he announced he would run, Clark created headlines by stating he "probably would have voted for" the Congressional resolution that authorized the Iraq war. He reversed himself the next day.
Standup: Clark campaigns tape 5 14:37:33 ** Perhaps it was Clark's mixed message about support for the war, or maybe it's that he's so new to the campaign, he hasn't developed complete stands on many of the issues. Whatever the reason, Wesley Clark was speaking to voters, but not reporters on this, his first campaign swing through New Hampshire.

Bite: Clark campaigns tape 5 14:27:02 The news media have said what are your positions? Well you are my positions. I've got a lot more detail than that and it'll take a couple more weeks to put everything out.
Track: To help him do so, Clark is seeking advice while building local support.

Okay, you've got to help me with the environment and some of the local issues up here on the environment. Nobody's responsible, nobody's paying attention. Tell me what are the 2-3 key issues here on the environment. The economic development that is going on is really gobbling up all of our lands. And we need quality of life to protect those lands.
Bite: Clark campaigns tape 2 09:40:39 * It's the value that you pass on to your children. The value is not in checking accounts, it just isn't. It's what you have in the country. So I'm glad you're helping me Jane.
Bite: NE College tape 1 17;50 I put out a jobs proposal eight days after I started the campaign. What I would do is repeal the tax cuts for the top two percent of Americans
Bite: NE College tape 1 18:40 It will be about fifty billion dollars a year that we will pull in that way. we need to use it for the most urgent need we have - to put people back to work.
Track: Many of those people would be additional emergency personnel.

Bite: Clark campaigns tape 3 10:51:40 He seems sincere. Only time will tell. He seems to have an understanding of what we do and how we do it. He now has an understanding of where we need the funding and how the funding should be placed as far as the govt. is concerned. We'll see - if he's successful in this, if he follows through on his promise. HAS HE MADE A SUPPORTER OF YOU? So far - it's still early in the campaign. We'll have to see what else comes up and what he has to say. SHOP AROUND? Always shop around.

Bite: Clark campaigns tape 5 14:47:10 If there is something deeply wrong with our political system, it is that it is awash in money. What would you do about that? In general, I agree with you that we need campaign finance reform and right now I'm living it.
Bite: Clark campaigns tape 5 14:48:15 I've met a lot of great people while I've been asking them for money, but in general, I think the country is better served if we do more with public financing of elections, because it encourages public participation and it brings everybody in.

Track: Hot-button issues are a problem for any candidate. With some, Clark can change the subject.
Bite: Clark campaigns tape 2 09:33:20 People are hurting around this country. And at the same time, Bush is giving tax cuts for wealthy people. I know people in Arkansas who made millions of dollars off these tax cuts, and they're not hiring people. It's just a giveaway. Plus it's being supported by taking out debt. If it weren't for congress, you'd call it robbery. It's basically stealing money from kids who will have to pay it back when they grow up and work - to give it to people who don't need it.
Track: With other questioners, it's a quick answer and move on.

Track: Wesley Clark appears to have the unofficial support of former President Clinton
Bite: CNN tape 15:41:41 I think he'd be quite good. He's a very smart man. I've known him since 1965. He's a good man. He's a smart man. He'd serve our country well. He was fabulous in the Bosnian peace process in Kosovo. He's a good man.
Track: Clark also has several Clinton people working for him, including former Clinton advisor Bruce Lindsey.
Bite: Clark campaigns tape 5 14:57:08 If you've been in politics the last 12 years, you're either a Clinton person, a Gore person, or a Clinton-Gore person. So yes, I think you'll see a lot of Clinton-Gore people but they're not here because President Clinton said to be here. They're here because they believe in what this man stands for and the leadership he can provide the party.

"I think Kerry is the one who can do it. He's got a great environmental record, I like his national service plan, he's got a great economic plan as well."

Bite: Clark campaigns tape 3 10:46:26 HOW DO YOU THINK HE'S GOING TO BE PERCEIVED? I think probably as a bit of an independent thinker, a centrist, but obviously someone who is willing to disagree vociferously with George Bush on matters of security and foreign policy.
Bite: Clark campaigns tape 4 12:34:54 DO YOU THINK IT IS IMPORTANT AT THIS TIME FOR AMERICA TO HAVE A LEADER WITH A MILITARY BACKGROUND? Yea I think it is because I think it will help people get over this unfounded overwhelming fear they have that we are under assault every day.
